Four suspects arrested for unlicensed practice of Health Care Profession

The Department of Health (DOH) received a complaint in regards to unlicensed medical practice occurring at Beauty Cosmetic Surgery (Health and Beauty Cosmetic Surgery, 307 Evernia Street, Suite 200, West Palm Beach) located in West Palm Beach. In January 2014, DOH Investigator asked the Task Force to assist in the investigation. Agents were assigned to the case.  The complainant was a previous patient of HBCS and states that two employees of HBCS performed cosmetic surgery on her and she later discovered neither individual was licensed to practice medicine in the state of Florida. The complainant identified Juan Carlos Pinzon and Jorge Nayid Alarcon as the employees who performed the surgeries. According to the HBCS website, Pinzon and Alarcon are employed by HBCS as surgical assistants, a position that has no licensing, recognition or regulation in the state of Florida. The complainant stated that Pinzon and Alarcon had performed cosmetic surgery on her on two separate occasions. Pinzon and Alarcon claim to be physicians in their native country, Colombia, but neither are licensed physicians/surgeons in the state of Florida. The only licensed company physician employed by HBSC is Dr. William Marrocco M.D. Dr. Marrocco is the physician of record according to Department of Health records.

The investigation revealed that the allegations made by the complainant were factual and she is permanently disfigured.  At least one other victim has been identified.

The Task Force sought and received arrest warrants for the following:

All are charged with Unlicensed Practice of Health Care Profession Causing Serious Bodily Injury. FSS 456.06502ds (2F)
